“Building a Coordinated, Efficient, and Responsive Government for All Kenyans”
The Office of the Prime Cabinet Secretary (OPCS) was established to strengthen coordination, coherence, and efficiency across the Government of Kenya, ensuring that national policies, programs, and priorities are implemented seamlessly and effectively for the benefit of all citizens. As
the central nexus for policy coordination, performance oversight, and strategic alignment of Ministries, Departments, and Agencies (MDAs), the Office plays a critical role in translating the Government’s development agenda into measurable outcomes. This Achievement Report for the Financial Year 2024–2025 (July 2024 – June 2025) presents a comprehensive account of the Office’s performance, achievements, and institutional progress in executing its mandate. During the reporting period, the Office focused on enhancing inter-ministerial collaboration, strengthening performance management systems, and improving service delivery to accelerate implementation of the Bottom-Up Economic Transformation Agenda (BETA) and the aspirations of Kenya Vision 2030. Significant strides were made in breaking down institutional silos and fostering a whole-of-government approach to governance. Through structured coordination mechanisms, including over 250 inter-ministerial engagements, the Office facilitated collective action on cross-cutting priorities such as food security, climate resilience, economic recovery, and social inclusion. These efforts ensured that government interventions were harmonized, timely, and responsive to emerging national and global challenges. A key milestone during the year was the operationalization of the National Government Performance Management Framework, which institutionalized accountability across MDAs through structured monitoring, quarterly performance reviews, and real-time performance dashboards. This framework enabled systematic tracking of flagship projects, early identification of bottlenecks, and prompt implementation of corrective measures. Complementing these systems, enhanced monitoring and evaluation activities — including extensive field visits to project sites nationwide — provided evidence-based insights to improve programme outcomes and inform policy decisions. The Office also prioritized institutional strengthening through strategic investments in human capital, technology, and systems development. Digital transformation initiatives advanced significantly, with expanded e-Government services and the integration of management information systems across ministries. The growth of the eCitizen platform to over 15,000 government transactions reduced
bureaucratic delays, improved transparency, and enhanced citizen access to public services, reinforcing the Government’s commitment to efficient and accountable governance. Inclusivity remained central to the Office’s operations. The mainstreaming of youth, women, and persons with disabilities across government programs, alongside the implementation of recommendations from the National Gender and Equality Commission, ensured that development efforts were equitable and that no Kenyan was left behind. Concurrently, reforms aimed at domestic resource mobilization, public sector transformation, and ease of doing business laid the foundation for a competitive, investment-friendly economy capable of generating sustainable employment opportunities. As the Office looks ahead, it remains committed to deepening reforms that will build a lean, responsive, and citizen-centric public service. The forthcoming National Performance Framework 2025–2030 and the continued implementation of the Public Service Transformation Framework will
guide strategic direction and strengthen results-based governance in the years to come. The progress outlined in this report reflects the leadership of the Prime Cabinet Secretary, the collaboration of Cabinet colleagues and MDAs, and the dedication and professionalism of the staff of the Office of the Prime Cabinet Secretary. Together, these collective efforts continue to advance effective public administration and deliver meaningful outcomes for the people of Kenya.
