A Comprehensive Account of Progress, Milestones, and Impact

This Achievement Report for the Financial Year 2024–2025 presents a comprehensive account of the performance of the Ministry of Mining, Blue Economy and Maritime Affairs in fulfilling its mandate for the sustainable development and management of Kenya’s mineral and marine resources. These sectors currently contribute approximately 1.5% to national GDP and hold transformative potential as pillars of Kenya’s Bottom-Up Economic Transformation Agenda and Vision 2030.
At the commencement of the current administration, the mining sector faced considerable structural challenges including limited exploration, insufficient value addition, and revenue leakages. Similarly, despite Kenya’s 536- kilometre coastline and an expansive 142,400 square-kilometre Exclusive Economic Zone, the potential of the blue economy remained largely underdeveloped. In response, the Ministry embarked on an ambitious and structured transformation agenda across all three pillars of its mandate.
The Ministry’s strategic interventions have resulted in measurable progress. Within the mining sector, a strong emphasis on value addition through gemstone processing centres, coupled with the formalization of over 12,000 artisanal and small-scale miners, has enhanced livelihoods while promoting environmental sustainability. These reforms have driven an 18% growth in sector revenue. In the blue economy, accelerated investment in aquaculture infrastructure, modernized fish landing sites, and implementation of the Blue Economy Support Program have produced tangible gains for coastal communities. Concurrently, maritime affairs have been strengthened through enhanced safety systems, capacity building, and improved port efficiency.
This report captures the outcomes of these concerted efforts and stands as a testament to the dedication of Ministry staff, affiliated State Corporations, and the partnerships forged with county governments, the private sector, development partners, and local communities.
