The Office of the President Achievement Report for Financial Year 2024–2025 documents a year of significant constitutional, diplomatic, legislative and administrative accomplishment. The period from 1st July 2024 to 30th June 2025 was defined by the accelerated implementation of the Bottom-Up
Economic Transformation Agenda, landmark legislative activity, expanded public engagement, substantial infrastructure modernisation, and a deepened commitment to digital transformation and transparent governance.
Bottom-Up Economic Transformation Agenda
The BETA framework provided the strategic compass for the Office’s coordination role during the year. Across five pillars — agricultural transformation and food security; affordable housing and settlement; healthcare for all; the digital superhighway and creative economy; and micro, small and medium enterprise development — the Office facilitated inter-ministerial coordination, tracked implementation of presidential directives and ensured that resources were deployed effectively towards transformative results. Presidential town hall meetings in 32 counties brought His
Excellency into direct engagement with over five million citizens, enabling real-time feedback on BETA implementation and ensuring that the government’s development agenda remained grounded in lived experience.
Legislative and Constitutional Functions
The Office facilitated one of the most productive legislative years in recent memory, with His Excellency the President assenting to 48 Bills and promulgating them into Acts of Parliament. Key legislation spanned finance, affordable housing, digital health, climate change, blue economy development and agricultural transformation — providing the legal and regulatory framework for Kenya’s development agenda. The average time from parliamentary passage to presidential assent was seven days, reflecting the Office’s efficient legislative coordination. Judicial appointments, constitutional commission appointments and the appointment of ambassadors and principal secretaries further demonstrate the Office’s constitutional functions exercised during the year.
Diplomatic Leadership
Kenya’s global standing was significantly enhanced during 2024–2025. His Excellency the President undertook a historic State Visit to the United States of America, resulting in bilateral agreements worth USD 2.3 billion. The President participated in the 79th Session of the United Nations General Assembly, the African Union Summit, the IGAD Summit on Regional Security, COP29 and the
Commonwealth Heads of Government Meeting — positioning Kenya as a regional leader and responsible global citizen. The Office coordinated credential presentations from 42 new Ambassadors and High Commissioners, and facilitated State Visits from Rwanda, South Africa and Tanzania, as well as an Official Visit by the Prime Minister of India.
Presidential Directives — A 93.4 Per Cent Implementation Rate
Of the 487 presidential directives issued across all government sectors during the financial year, 455 were fully implemented — a 93.4 per cent implementation rate that reflects the Office’s exceptional effectiveness as the coordinator and enforcer of the government’s policy agenda. A
comprehensive real-time tracking system was deployed, with quarterly progress reports submitted to His Excellency. The Security and Foreign Affairs sector achieved the highest implementation rate at 96.9 per cent, whilst Infrastructure and Transport and Health and Social Services each recorded 92.3 per cent.
Infrastructure Modernisation
State House Nairobi underwent comprehensive rehabilitation of its main building at a cost of KES 456 million, whilst preserving its historical and architectural significance. Solar energy installations providing 500KW capacity, security infrastructure upgrades and extensive landscaping were completed. Regional State Houses and Lodges in Mombasa, Eldoret and Kisumu were upgraded, with the Sagana State Lodge rehabilitation initiated. Total development expenditure of KES 1.351 billion was deployed on infrastructure, ICT and security enhancement.
Digital Transformation
The full deployment of the Electronic Document Management System across all departments, enhancement of cybersecurity infrastructure, implementation of digital workflow systems and a comprehensive ICT equipment refresh programme transformed the Office’s operational efficiency. Document processing times were reduced from an average of five days to three days. Internal communications became 98 per cent paperless. Real-time tracking of presidential directives became fully operational. These digital advances materially enhanced the Office’s ability to serve His Excellency and the Kenyan people.
Financial Stewardship
The Office achieved an exceptional budget absorption rate of 98.6 per cent, with actual expenditure of KES 8.127 billion against an allocation of KES 8.245 billion. Full compliance with the Public Finance Management Act 2012 was maintained throughout the year. An unqualified audit opinion was received from the Office of the Auditor General for FY 2023–2024, reflecting the Office’s commitment to financial probity and transparent resource stewardship.
