“A Just Society Where the Rule of Law Prevails”
This is the Achievement Report of the Office of the Attorney General and Department of Justice for the Financial Year 2024–2025 (July 2024 – June 2025). This Report provides a comprehensive overview of the Office’s performance and highlights its accomplishments in pursuing the constitutional mandate of providing legal services to the Government, representing the national government in court, and protecting the public interest. It also endeavours to disseminate information on key activities and initiatives geared towards the emergence of a responsive, efficient, and accountable legal services framework.
The justice sector remains a critical pillar in Kenya’s governance architecture, facilitating the rule of law, protection of human rights, and enabling environment for socio-economic development. This Office is called upon to play a central role in ensuring constitutional compliance, legal certainty, and effective dispute resolution in Kenya’s journey towards Vision 2030 and the Bottom-Up Economic Transformation Agenda (BETA). In this context, the Office has continuously adopted a forward-looking approach by formulating appropriate policies, strategies, and frameworks to enhance legal service delivery and strengthen the justice system.
The financial year 2024–2025 was a year of significant institutional achievement and transformative progress across all functional areas. The Office provided over 3,200 legal opinions and advisory memoranda to government entities, vetted and approved 1,847 government contracts valued at over KES 450 billion, drafted and facilitated the passage of 23 government Bills, expanded legal aid services to 35 counties benefiting 8,742 indigent persons, and achieved a 68 per cent success rate across 4,562 active court cases. These achievements reflect the Office’s sustained commitment to professional excellence, constitutional fidelity, and service to the people of Kenya.
The formulation of comprehensive legal reforms, currently under way, will enable the country to transition to a more efficient, technology-driven, and accessible justice delivery system. The focus is on digitalisation of legal processes, capacity building for legal officers, expansion of legal aid services, strengthening of alternative dispute resolution mechanisms, and integration of international best practices in legal service delivery. The launch of the e-Justice platform during the year was a landmark achievement in this digitalisation journey, enabling online legal services, digitising 85 per cent of case files, and deploying an electronic case management system.
A collaborative approach remains the cornerstone of justice sector development. The Office builds strong partnerships with the Judiciary, the Office of the Director of Public Prosecutions, law enforcement agencies, the Law Society of Kenya, the Kenya Law Reform Commission, professional bodies, academia, and civil society — engaging regularly on important legal and constitutional issues that strengthen the rule of law and enhance public confidence in the justice system. With the support of all stakeholders, the Office is confident in its ability to achieve a just, fair, and equitable society where the rule of law prevails for the benefit of every Kenyan.
